Richmond is a city in and the county seat of Fort Bend County, Texas, United States. As of the 2020 U.S. census, the city population was 11,627. In 1822, a group of Austin's colonists went up the Brazos River, stopping near present-day Richmond where they built a fort called "Fort Bend" Named after Richmond, England, the town was among the 19 cities first incorporated by the short-lived Republic of Texas, in 1837. Early residents of the city include many prominent figures in Texas lore such as Jane Long, Deaf Smith, and Mirabeau Lamar, who are all buried in Richmond, as is Walter Moses Burton, the nation's first Black elected sheriff. In 2003, Jeannie Kever of the Houston Chronicle said, "Some of the old buildings have been reincarnated as shops or law offices. But in other ways, life in Richmond isn't so different from that in the big city, with its Wal-Mart and fast-food joints, check-cashing businesses and strip-center sprawl" In 1985, Mud Alley housed most of the African Americans in Richmond. In 1993 many police raids for drugs occurred in "Mud Alley" as of 1993. Historically, the area had a lot of recreational drugs. The wealthiest neighborhood, as of 2003, in Richmond is Hillcrest. Winston Terrace, another neighborhood, had its first houses built in 1940. Most of the houses were built between 1940 and 1965.
History
Richmond is the primary city name, but also Booth, Clodine, Rosenberg are acceptable city names or spellings, Crabb, Pleak on the other hand no longer accepted or obsolete and are no longer used as a designation. The official name is Richmond, Texas. In 1822, a group of Austin's colonists went up the Brazos River, stopping near present-day Richmond where they built a fort called "Fort Bend" Named after Richmond, England, the town was among the 19 cities first incorporated by the short-lived Republic of Texas, in 1837. Early residents of the city include many prominent figures in Texas lore such as Jane Long, Deaf Smith, and Mirabeau Lamar, who are all buried in Richmond. On August 16, 1889, the city was the site of the "Battle of Richmond", an armed fight culminating the JaybirdWoodpecker War, a violent feud over post-Reconstruction political control of Fort Bend County. The mayor from 1949 until his death in 2012 was Hilmar Moore. Most of the area private businesses were located in Rosenberg, while Richmond had government agencies and nonprofit organizations, while most of the local businesses were based in Rosenberg. The city's first Black elected sheriff was Walter Moses Burton, who was elected in 1838. The town's first white elected sheriff, who died in 1841, was William "Bill" Smith, who served as sheriff from 1838 to 1841. The first African-American elected sheriff in the U.S., who served from 1841 to 1844, was Walter Burton, and was elected as sheriff in 1844. The current mayor, HilmarMoore, was born in Richmond and grew up in Rosenberg before moving to the city in the 1950s.
Geography
Richmond is located near the center of Fort Bend County. Most of the city is situated on the southwest side of the Brazos River, with a small portion (Richmond Landing) on the northeast side, connected by US Highway 90A. The wealthiest neighborhood, as of 2003, in Richmond is Hillcrest. Winston Terrace, another neighborhood, had its first houses built in 1940. As of 2006 several strip malls are along U.S. Route 59 south of town. Historically, the area had a lot of recreational drugs. Mud Alley is located in an area which, in 1985, housed most of the African Americans in Richmond. "Mud Alley" was known by several other nicknames, including "Little Boomtown". As of 1993 many police raids for drugs occurred in Mud Alley. In 2003, the community included tack stores, two-lane blacktop roads, and horse ranches. It's as if the place is not sure if it wants to be a part of Houston's bustle or remain a slow-paced farm and ranch town. It tries to be both," and, "It is part Acres Homes, partFort Bend County Fair." The city has a total area of 4.3 square miles (11.1 km²), of which 3.9 sq miles (10.2 km²) are land and 0.35 square miles is covered by water. Downtown Houston is 30 miles (48 km) to the northeast. Richmond is bordered to the southwest by the city of Rosenberg.
Demographics
As of the 2020 U.S. census, there were 11,627 people, 4,231 households, and 2,668 families residing in the city. The racial makeup of the city was 51.20% White, 10.55% African American, 0.63% Native American, 3.53% Asian,0.07% Pacific Islander, 31.00% from other races, and 3.01% from two or more races. Hispanic or Latino of any race were 58.71% of the population. The average household size was 3.16 and the average family size was3.60. For every 100 females, there are 98.1 males. For each 100 females age 18 or over, there is a median age of 95.2 males.
Economy
The Texas Department of Criminal Justice operates the Jester State Prison Farm units. Jester I Unit, Carol Vance Unit, and Jester III Unit are in an unincorporated area 4 miles (6.4 km) east of Richmond. The Jester IV Unit is in the same area, but is in a different part of the state. It is the largest state prison farm in the United States, with more than 1,000 inmates. It was founded in 1883. It has been home to the Texas State Prison for the past 50 years, and is now home to more than 2,000 prisoners. It also has a prison farm for the U.S. Army, which is home to about 1,200 inmates. The prison farm is located in the town of Richmond, Texas, which has a population of about 3,000. The state's prison farm system is one of the largest in the country, with 1,100 inmates. In addition to the prison farm units, the state operates a number of other facilities in the state, including a prison camp for the mentally ill, a prison for the disabled, and a prison center for the blind and an animal shelter for the animals. The Texas State prison system has a total of more than 3,500 inmates, many of whom are held on the state's state-run farms. It opened in 1881. The first prison farm was built in the early 1900s, and the current prison system was established in the 1950s.
Arts and culture
Fort Bend County Libraries operates the George Memorial Library, the central library and the site of the administrative offices of the library system. Richmond also has the Fort Bend County Law Library. The Main Library moved from Rosenberg to its current location in Richmond in 1986. The George Foundation funded the 77,000 square feet (7,200 m2) library facility, designed by Ronald Wedemeyer Associates and built on 6 acres (2.4 ha) of land. When the library opened, it had unfinished areas to facilitate future expansion. The main library expansion and the 1991 installation of an automation system used funds from the 1989 bond election, and expansion occurred on 1995 and 2002. The 2002 expansion included the addition of two conference rooms. In December 1989 the Commissioners Court of Fort Bend. County, in accordance with Texas Local Government code §323.021(a), ordered the construction of a law library. The law library is located on the second floor of a building on the third floor of the main library. It is open to the public and has a waiting list of up to 20 people. The library system is funded by a bond election and the George Foundation. It has a budget of more than $1.2 million, with the majority of the funds coming from the bond election. It also has an annual operating budget of over $1 million. The system has an average of about $2 million a year in funding, with most of the money coming from donations from the public. The county has a library system budget of almost $2.5 million. In 2010, the public library system had a total of $3.7 million.

The postal service is owned by the Postal Service, which has a contract with the City of Richmond for service to the city of Richmond in the form of a $1.5 million contract to provide service to residents of Richmond and surrounding areas. The service is available through the Richmond Postal Service Post Office, which is owned and operated by the City and County of Richmond. The Postal Service has a service area in Richmond that is made up of more than 1,000 ZIP codes. The Post Office has an office in the downtown area that is open from 7am to 7pm, Monday to Friday.

Children living within the corporate city limits of Richmond are served by Lamar Consolidated Independent School District.Elementary schools within the Richmond city limits include Jane Long, Pink, and Smith. Wessendorff Middle School, Lamar Junior High School, and Lamar Consolidate High School serve students within the city limits. The three schools are in Rosenberg.Various schools operated by LCISD and neighboring Fort BendIndependent School District bear Richmond addresses, but do not serve the city of Richmond. George Ranch High School and Travis High School in the Fort Bend Independent School district bear "Richmond, Texas" addresses. The schools are located in Rosenberg and Fort Bend, respectively, but are not in the same city as Richmond. The school district is part of the Lamar-Lamar Consolidated School District, which is based in Lamar, Texas. The district also has a satellite school in Rosenberg, Texas, known as Lamar High School. The high school is located in Lamar and serves students living in the Rosenberg area of Fort Bend County. It is in the Lamar consolidated school district, which also serves the Richmond area of the county, but does not have a school in the Richmond portion of the district.
