The City of Lake St. Louis is a planned community situated around two lakes between Interstate 70 and Interstate 64 in western St. Charles County, Missouri, United States. The population was 16,707 as of the 2020 US Census. The community association is funded by an assessment on all property within the community area. The two lakes are owned by the membership of the Lake St Louis Community Association (LSLCA), which was formed to administer the community amenities and provide services for the recreation-oriented community. Residents voted in 1977 to become a 4th Class City under the Revised Statutes of Missouri, and Howard Haddock was elected as the first mayor of the city. The city is located between two major highways, I-70 and Rt. 61, and the westward growth of St.Louis justified building a new town, rather than just the weekend community envisioned by Ellis Ellerman and Ira Nathan in 1961. The first residents of the community were the Neal family, who moved to an existing home on the property in January, 1968. By 1969, the 85-acre (34 ha) Lake Ste. Louise, the 9-hole, 3-par golf course, tennis courts, clubhouse and pool were open. Construction on the dam for the larger of the two lakes in the community, began in 1968. It was completed in 1972, and R. T. Crow filed for Chapter 11 Bankruptcy in 1974 - an action brought on in part by the energy crisis. In December 1975, the town boundaries were expanded to include what was known as Phase A, the westernmost portion of the City.
History
Lake Saint Louis is the primary city name, but also Lake St Louis, O Fallon are acceptable city names or spellings, Lsl, Ofallon on the other hand no longer accepted or obsolete and are no longer used as a designation. Ellis Ellerman and Ira Nathan began developing plans for a private resort community in the 1960s in the St. Louis region. They lacked adequate financing and business experience, and they soon found themselves in over their heads on the project. R. T. Crow bought out the other three investors who were part of The Healey Discount Corp., and he became the sole developer of the development. The residents of the Harbor Town area of the community petitioned St. Charles County Circuit Court for incorporation of the Town of Harbor Town in 1975. In 1976, a special census was conducted that counted 2,445 residents. Residents voted in 1977 to change the name to Lake St. St Louis and become a 4th Class City under the Revised Statutes of Missouri. Community association
The two lakes in the city of Lake St. Louis are private lakes owned by the membership of the LSLCA. Since the lakes, as well as a country club, marinas, and several park areas, are private property of the community association, they are not available for use by non-members. This means that many residents of the city are not permitted to use the lakes because their property is not covered by membership. The community association is funded by an assessment on all property within the membership area. Originally all owners of property inside the city were automatically members. As the city grew, the need to prevent lake overcrowding resulted in newer residential developments not having membership in the LS LCA. The lakes are owned by a private company, but are open to the public for swimming and boating. The company is also responsible for maintaining the country club and marinas. The country club is owned by an individual, and the marinas by the city. The lake is owned and operated by a non-profit organization, the Lake St Louis Community Association, which was formed to maintain and administer the amenities and provide services for the recreation-oriented community. It is not known if the company has any plans to sell the land it owns to a private firm. It has been in the process of doing so for some time, but it is not clear if it will ever be sold to another company. The membership fee for the lakes is $1,000 per year. The Lakes are not open to non-member owners of non-LSLCA properties.
Geography
Lake St. Louis is located at 38°478N 90°471W (38.785620, -90.783610). According to the U.S. Census Bureau, the city has a total area of 8.72 square miles (22.58 km²) of which 7.91square miles (20.49km²) is land and 0.81sq mi (2.10sq mi) is water. The city is located on the Missouri River, which runs through the center of the city. It is the only city in the state to have a lake in its name, and the only one in the United States to have the same name as the city of St Louis. The lake's name is derived from the French word for lake, which means "lake" or "lake of" in French. It was named after the city's founder, who was born in the area in 1881. The town's name means "Lake of the Saints" in the French language, which is a corruption of "Lake St.-Louis" meaning "Lake-St. Louis" and "Lake" in English. It also means " Lake of the Sun" in Spanish. The U.N. World Heritage Site is located in the city, which was founded in 1883. It has a population of 1,856,000 (1,854,000 in 2010). The city's name comes from the town of St.Louis, which has a French name, "Lake Saint-Louis" or 'Lake St-Louis'.
Demographics
As of the census of 2010, there were 14,545 people, 5,816 households, and 4,213 families residing in the city. There were 6,197 housing units at an average density of 783.4 per square mile (302.5/km²) The racial makeup of the city was 92.2% White, 3.8% African American, 0.3% Native American, 2.1% Asian, 0,1% Pacific Islander, and 1.1%. Hispanic or Latino of any race were 1.35% of the population. The median income for a household in theCity was $68,830, and the median income. for a family was $80,700. The per capita income for the city is $32,064. About 2.9% of residents were below the poverty line, including 4.5% of those under age 18 and 6.9%. The average household size was 2.50 and the average family size was2.94. The city's median age was 41.3 years, with a median age of 40 years. For every 100 females there were 98.1 males, and for every 100 males there were 95.0 males. The gender split was 49.5-50.5%. In the city, the population was spread out, with 24.5 per cent under the age of 18, 6.8 per cent from 18 to 24, 27.3 percent from 25 to 44, 29.6% from 45 to 64, and 11.8per cent who were 65 or older.
Education
The residents of Lake St. Louis are part of the Wentzville R-IV School District. The district is located in the town's central part. The town has a population of 1,000. The school district has a total enrollment of 2,000 students. It is one of the smallest school districts in the state. The students attend school in the district's primary and secondary schools. It also has a middle school and a high school. The residents of the district have a high percentage of students who attend high school there. The schools are located in a rural area and have a low percentage of residents. The population is about 1,200. The average school year is three years. It has an average enrollment of about 2,500 students, with the majority of students attending high school or junior high. The high school students attend classes in the middle and high school years. The community has a high proportion of students of color, with more than 50% of the population in the high school class of 2010. The majority of the residents are African-American, with about 80% of residents living in the village. The city has a low rate of unemployment, with less than 10% of its residents living outside of the city's downtown area. The highest rate of employment is in the community's central area, with around 20% of people living in Lake St Louis. Economy
Schnucks opened a store on the city's previously undeveloped south side in 2004, at the intersection of I-64 and Lake St. Louis Boulevard. This was the first new retail development the city had seen in 17 years. The initial commercial development of 2004 was soon followed by the development of two large retail districts in the city: The Shoppes at Hawk Ridge and The Meadows at Lake St Louis. The Wal-Mart Supercenter was the most expensive store the company ever built, according to developer Don LaBrayere. The Meadows was developed to meet the growing demand for specialty stores and restaurants in St. Charles County, and it was billed as the first lifestyle center in the county. In March 2012 the Meadows announced over the next five years, four more retail buildings and the addition of a Neiman Marcus or Saks Fifth Avenue. The development was spurred by the new $26 million Hwy N overpass completed in October 2005, which eventually became part of the Page Avenue extension. Kansas City-based Ferguson Properties also plans to build a 110- to 120-room Marriott or Hilton branded hotel geared toward business travelers. There are also plans that have been approved for a Hilton Hotel to be built in the area. The city's top employers in the Fiscal Year Ended June 30, 2018, were: Schnucks, National Information Solutions Cooperative (NISC), and the St Louis Cardinals football team, St Louis University, and the University of Missouri-St. Louis.
